Rules and Regulations
Open to Essex County 4-H members in good standing, with leader's approval. Exceptions noted in the respective sections. Also open to any Essex County youth who has participated in a 4H activity this past year or attended 4H Camps.
- ALL EXHIBITORS MUST be listed on the 2013-2013 Essex County 4-H Enrollment form. All 4-H entry FORMS are to be received by August 15, 2013. THERE WILL BE NO PRINTED FAIRBOOK. It will be ONLINE only. The fair website is www.topsfieldfair.org, then click on Exhibitor Handbook and go to the 4H section.
- Exhibits must be produced, made, or grown by the exhibitor during the previous 12 months prior to exhibition.
- ALL EXHIBITORS are limited to ONE ENTRY PER CLASS (unless otherwise noted). JR/SR 4-H members are between the ages of 8-19 as of JANUARY 1, 2013. Cloverbuds (CB) ages 5-7 as of JANUARY 1, 2013 are also eligible to exhibit. CB are NOT eligible for Trophies or Sweepstakes. Participation ribbons only will be awarded. Cloverbuds will be awarded $1.50 per entry.
- All entries must be made by filling out the official 4-H entry form included in the 4-H Exhibitor Handbook pages available online at www.topsfieldfair.org. Cloverbuds must use Cloverbud entry form.
- GENERAL ENTRIES will be accepted on THURS, Sept. 12th 6:00 -8:00 P.M. (Doors will be locked at 8:00 P.M.) and SAT, Sept. 14th, 2013 from 9:00 A.M. - 12:00 P.M. (Doors will be locked at 12:00 P.M.) AT THE GRANGE BUILDING. This includes Club Exhibits. Club Exhibits MUST BE ASSEMBLED by Club Youth MEMBERS NOT LEADERS AT THE GRANGE BUILDING. NO LATE ENTRIES WILL BE ACCEPTED. Exhibitors entering more than 20 articles or one person dropping off more than 20 articles for several 4-H members must arrive at least ONE HOUR before closing. NO LATER THAN 6:00 P.M.
- FOOD & HORTICULTURE arrive THURSDAY, OCTOBER 3, 2013 at the Grange Building from 5pm-7pm. NO LATE ENTRIES WILL BE ACCEPTED. Exhibitors entering more than 20 articles or one person dropping off more than 20 articles for several 4-H members must arrive AT LEAST 1/2 hour before closing. NO LATER THAN 6:30 P.M.
- "OTHER" classes may only contain items for which there are no listed categories. A second "Dog" photo cannot go in "OTHER." Any article entered as OTHER must identify ON THE ENTRY TAG which component is to be judged. IE: Class LA35 Other Crafts... TAG must say WHAT IT IS, like etched glass mug or woodburning frame, etc. BE SPECIFIC!
- The committee reserves the right to exclude any exhibit of inferior quality or questionable content. The committee reserves the right to make changes as needed to fit the condition(s) of the show.
- Prizes, premium money and trophies will not be awarded unless exhibit meets its requirements or is deemed unworthy by the judges. ONLY BLUE RIBBON EXHIBITS whose exhibitor has submitted a 4H Record by Nov. 1, 2013 WILL BE ELIGIBLE to receive TROPHIES AWARDS.
- Excellent, Very Good, & Good prizes will be awarded in all classes except, canning, challenges, and horticulture. Canning & Challenges are awarded Modified Danish system. Horticulture is placed first thru fifth.
- It is REQUIRED THAT EACH EXHIBITOR with adult WILL PROVIDE FOUR (4) HOURS COVERAGE IN THE GRANGE BUILDING and/or in other assigned Fair Buildings DURING THE FAIR. PLEASE SIGN UP FOR TIME(S) ON SEPT 11th, 14th, or OCT 3rd, 2013. NO WORK - NO PREMIUMS! No premium money will be awarded unless time commitment is met.
- ALL ENTRIES ARE TO BE PICKED UP BETWEEN 4:00 P.M. - 6:00 P.M. ON TUESDAY, OCTOBER 15TH 2013. NO EXCEPTIONS. Prize money will be mailed when items are picked up.
- To be considered for sweepstakes, exhibitors must write sweepstakes across top of entry form AND CHECK BOX ON ENTRY FORM.
- In order to be eligible for trophies sweepstakes, & special awards you must have submitted a 4-H Project Record by NOVEMBER 1, 2013.
- No over-sized static exhibits without prior committee approval. MAXIMUM SIZE ALLOWED 2'x2'.
- Saturday, October 12, 2013 is 4-H Day at Topsfield Fair. All 4H'ers shall show a 4-H identification card for admission. 4H Fashion Revue will be held Oct. 12, 2013 at 1 p.m. on the GRANGE STAGE. Any currently enrolled 4Her will be able to participate if entry form Class HFI or HFFI is submitted by August 15, 2013.
- The decision of the judges is final. JUDGES HAVE THE RIGHT TO DISQUALIFY ANY ARTICLE EVEN THOUGH IT MAY HAVE BEEN ACCEPTED AT DROP OFF NIGHT.
- All 4H Entries should be sent to: Diane Krafton, 9 Union St., Andover, MA 01810 by August 15, 2013.
- All exhibits must be in place by THURSDAY NIGHT, OCT 3, 2013 BECAUSE OF THE GRAND PARADE ON SATURDAY MORNING AND OPENING DAY FRIDAY OCTOBER 4, 2013.
Dean and Flynn 4-H Achievement Award
A $25.00 Scholarship will be awarded at 4H Achievement Night to two 4-H'ers in Essex County for outstanding achievement in 4-H Project Work & Fair Participation in 4H. This award will be given by Eugene Dean and Mrs. Jack Flynn, Amusement Operators at Topsfield Fair.
Essex Agricultural Society Sweepstakes Awards
- The Essex Agricultural Society will award a $25.00 and a $15.00 award in Agriculture and Home Economics exhibit areas. These prizes will be awarded to either boys or girls in 4H who have had projects in TWO OR MORE REQUIRED PROJECT AREAS, are winners in their respective classes, & have submitted a 4H record by November 1, 2013.
- Any 4H member in good standing ages 8 -19 is eligible for this award.
- To compete for AGRICULTURE a 4H'er MUST exhibit in TWO SECTIONS: 4H Horticulture in the GRANGE Building AND at least one of the following: poultry, dairy, goat, sheep, or rabbit or horse. HOME ECONOMICS requires: TWO of the following: Clothing, Canning, Foods, Handicrafts, Needlework, Home Environment, Photography, Woodworking/Metalwork.
- 4H members must indicate on the entry form if they wish to compete for this award.
- Points will be scored on FIRST - SECOND - THIRD prizes won on individual exhibits in Agricultural classes. Points will be scored on excellent, very good, and good prizes on individual exhibits in Home Economics classes. Points will be as follows: First/Excellent: 5 points; Second/Very Good: 3 points; Third/Good: 2 points.
- FORESTRY- NATURE, AND CHALLENGE CLASSES are NOT ELIGIBLE for sweepstakes.

Rules and Regulations
- All exhibits of houseplants must be correctly labeled on a 3 x 5 card. Card must contain: Name of Plant, DATE the member began caring for the plant, IF STARTED BY THE MEMBER, how started (from Cutting, Root Division, Seed, or Bulb) and WHEN started.
- Horticulture exhibits must arrive between 5:00 p.m. and 7:00 p.m. on Thursday, October 3rd, 2013. NO LATE ENTRIES WILL BE ACCEPTED. DOORS WILL BE LOCKED AT 7:00 p.m. 20 article rule applies. See #5 General Rules and Regulations.
- Exhibitors are required to keep flowers and vegetables fresh throughout the Fair.
- All plants should be grown and cared for, for at least three months prior to exhibition.
- All flowers/arrangements must be done by the exhibitor on Friday night. All flowers must be exhibited in PLAIN VASES. NO Decorative or Novelty Vases except in Classes AB4 and AB8.
- Any plant damaged by insects/pests or showing sign of infestation will be disqualified.
- Only 1 variety of plant per container (except dish gardens and terrariums).
- Classes 1-18 and 20 & 21 flowers must be same color/variety; Class 19 flowers must be same variety/different colors.
- All entries must be in place by 7:00 p.m. NO EXCEPTIONS.
- ALL PLANTS WILL BE SPRAYED WITH AN INSECTICIDE IN ORDER TO BE EXHIBITED.
- Plants that have been previously entered may not be rejudged except in class BD. Plants in class BD will not be eligible for trophies or points for overall horticultural exhibitor.

- Food exhibits must arrive between 5:00 - 7:00 P.M., Thursday, October 3rd, 2013. NO LATE ENTRIES WILL BE ACCEPTED

SECTION J - Food Preservation - Canning

Rules and Regulations
- Enter TWO JARS of uniform size in each class.
- Each product must be labeled as to product, date processed, processing method, processing time and your exhibitor number.
- Acid Foods - Fruits, tomatoes and pickled vegetables may be processed in a boiling-water-bath-canner. For tomatoes, use the hot pack method, process pints 35 minutes, quarts 45 minutes. To ensure consumer safety and remove doubt about acidity levels in tomatoes, add 1/4 teaspoon citric acid per pint or 1/2 teaspoon per quart; or add 1 tablespoon reconstituted lemon juice per pint or 2 tablespoons per quart. (Fresh lemon juice should not be used because the acidity varies.)
- Vegetables - Including Garden Special - Process in pressure canner.
- Jellies, Jams, Preserves and Marmalades - use canning jars and process in boiling water-bath-canner. Paraffin tends to loosen and break on those products.
- Jars with broken seals will be disqualified.
- Awards will be 1st - 6th in each class. Only those will be awarded premium money.
Some of the criteria the judges will be considering are: - Condition of the Product

- Packing, Size, clarity of liquid
- Overall Appearance - Jars and lids must be clean
- All gift packages will be opened to judge Preserved Products and Presentation of contents.
- Judging will follow criteria listed in Rule 7.
